A blue St Andrews on yellow field with red gate; adopted on 3 October 1934
Nozomi Kariyasu, 17 January 2007

While the glyph looks like a gate, I think it is also a stylized form of the second character in the Chinese word for Customs: 海關 [Hai Guan]. Indeed the upright portion of that second character guan is a radical meaning gate: 門 . The first character in the word for Customs means sea, the second means to close. I think it likely, although I have no evidence, that the simplification into the flag glyph intentionally alluded to its gate-looking property.
